Washington State Plan--Final Draft Comments

The revised 2005 Washington State Plan--Final Draft is available for comments till August 31, 2007.

This final draft reflects changes made to the documents during the Spring 2006 NGIN meeting at The Evergreen State College.

Please be sure to read it carefully and consult your dean/director, colleagues, etc.

NGIN would like to submit this document to Library deans/directors for September 21, 2007.

1-7 "LIbraries should provide the same level of bibliographic access to government publications as to other library materials." Does that mean we should have pre-1976 federal documents in our catalogs?

1-9 depository libraries shall strive to include a link on the library's front page. This is overkill. How about "a link on one of the library's main pages?"

On page 3, under goal 3, 3-2: what does resource potential mean? Should it say potentially rich resource?
Second question: throughout the document similar verbs are used: must, shall, will and should. Were they used interchangeably or deliberately?

As I recall, I know that Evergreen didn't begin to add gov. docs. bib. records onto the online catalog until 1997. When I arrived here in 1999 they were just up to the L call numbers. Since then we have included everything in our collection which would of course include pre-1976 documents.

I think it was meant to say the gov. docs. bib. records should be full records just like they would with main stacks collections.

On the other hand, an effort to add pre-1976 documents to the online catalog should be greatly encouraged because it would mean that patrons would have easier access to that part of the collection and would encourage circulation of those titles. There are a great many wonderful sources found in the pre-1976 documents collection that would be useful to researchers such as the Bureau of American Ethnology annual reports and bulletins. Ours are on the system and they get used quite a bit. Historical publications referencing Washington State would of course get a great deal of use. Folks are constantly surprised at the amount of materials we have available for them to use.

As for section 1-9, you will notice the word STRIVE. We were careful not to make it a requirement, but think of this way. We are required by law to place decals on the FDLP on the front entrances of the library. Think of it as the same on a library website.

Placing the logo on the front page detailing we are a FDLP and having it hyperlinked to your gov. docs. website would encourage use of your online presence.

3-2 resource potential means to me to publicize the importance of these historical titles to research.

One of the things I do at the college is send emails to the faculty/staff via the listserv announcing what new arrivals we have in our collection and the availability of online gov. docs. resources, etc. which may include NOAA's historical nautical charts database, the annual reports of the BAE, etc.

Yes the words must, shall, will, should were used very carefully throughout the document when appropriate. We tried to be as careful with the wording as possible.

Are there particular ones that are troubling you?

1-7 "..same level of bibliographic access.." I think it does mean that we should have pre-76 docs in our catalogs. We have it on our list of prioritized projects but it has been considered too expensive to tackle. Once GPO starts adding pre-76 records to their new system we will definitely include those we have in our catalog.

1-9 "..include a link on the library's front page." I agree with another responder that this is the same as having the GPO logo on the front door. Its good publicity and an alert to clientele and the public about our partnership with GPO and the collection.

Appendix 5 and 6

It was my understanding that we HAD to offer any major holding nationally on needs and offers.

This seems to go against this, since it appears we only have to post with deposlib for a month after we offer it to the poor regional...and what time of time frame to we give the Regional?

Not that I am complaining, this really does simplify things, I just want to make sure
